The State of Freedom of Religion and Belief in Indonesia 202

This document is the Executive Summary (Executive Summary) of the annual research report published by the SETARA Institute on February 10, 2022, titled “The State of Freedom of Religion or Belief (KBB) in Indonesia in 2021: Overcoming Intolerance, Embracing Diversity”. This 14-page summary report marks the 15th annual edition since the SETARA Institute first released its RFB monitoring report in 2007.

This report highlights a trend toward homogenization within society that actually reinforces acts of intolerance, discrimination, and persecution against minority groups, as reflected in the high number of blasphemy cases over the past four years. In addition to providing an overview of the general state of religious freedom in Indonesia throughout 2021, this document specifically examines challenges to religious freedom in the education sector, such as the Supreme Court’s annulment of the Joint Ministerial Decree (SKB) on school uniforms. In the concluding section, this document formulates operational recommendations, including guarantees of the right to religious education for adherents of minority belief systems and a call for the revocation of the 2008 Ahmadiyah Joint Ministerial Decree ahead of the 2024 general election.
