Freedom of Religion/Belief Condition Report 2025

This document is SETARA Institute’s annual report entitled “Freedom of Religion or Belief 2025: Reorienting State Policies and Actions.” The report examines the state of freedom of religion or belief (FoRB) in Indonesia throughout 2025, the first full year of the Prabowo-Gibran administration and a critical period of transition for the protection of FoRB. It documents various incidents and acts of FoRB violations throughout the year while providing an overview of the dynamics of Indonesia’s tolerance ecosystem amid renewed expectations for the advancement and protection of freedom of religion or belief.

The report is intended as a reference for national and local policymakers in formulating policies, particularly in the preparation of the Government Work Plan (RKP) and the allocation of the State Budget (APBN). Beyond monitoring violations, the report also aims to encourage collaborative initiatives between civil society and government to strengthen the ecosystem of tolerance at the local level. In this regard, the 2025 FoRB report serves as both an assessment and a basis for reorienting state policies and actions to strengthen the protection of freedom of religion or belief and promote a more inclusive society.
