Research findings, advocacy outcomes, policy recommendations and other knowledge products produced by the SETARA Institute have served as a reference for various ministries and state agencies in the formulation of policies relating to tolerance, diversity, and inclusion, including the Ministry of Home Affairs, the Pancasila Ideology Development Agency (BPIP), and the National Counter-Terrorism Agency (BNPT), in formulating policies concerning tolerance, diversity, and state ideology.
SETARA Institute’s strategic engagement with various ministries and agencies has led to the launch of a range of capacity-building programmes for government officials, aimed at enhancing their understanding of human rights values.
SETARA Institute’s advocacy work has encouraged a number of local governments to take swift action to promote tolerance and inclusion, both through the introduction of regulations and through programmes designed to foster tolerance in their regions.
Not only at the city level, but the good practices promoted through the City Tolerance Index have also been replicated by a number of districts, demonstrating the expanding positive impact on efforts to strengthen inclusive and equitable governance.
SETARA Institute plays an active role in building and maintaining cross-sectoral collaboration—involving the government, civil society, academia and the business community—to strengthen the rule of law, foster an ecosystem of tolerance, advance security sector reform, and promote inclusive business practices.
SETARA Institute’s advocacy work has helped to speed up the resolution of cases involving violations of freedom of religion or belief, particularly those occurring in regional areas.
Through its publications and advocacy work, the SETARA Institute promotes the expansion of public discourse and mobilises social movements that uphold the values of equality in relation to the rule of law, tolerance, security sector reform and inclusive business.

SETARA Institute’s advocacy work has contributed to the formation of several civil society coalitions at the local level, thereby strengthening cross-issue collaboration among CSOs. This has helped to foster a sense of safety and comfort among marginalised groups (religious and belief minorities, people with disabilities, women, indigenous peoples and other vulnerable groups), enabling them to work together to defend their rights—rights that have long been subject to discrimination.
SETARA Institute contributes to the process of supporting and assisting victims of human rights violations, particularly those affected by incidents of discrimination and intolerance.
As a research and policy advocacy organisation, the SETARA Institute acts as a bridge between grassroots voices and policymakers, at both local and national levels.
SETARA Institute’s media campaigns and data-driven research publications help to raise public awareness and encourage civil society, the media, the government and the general public to be more responsive to human rights violations as they occur.
Your support enables SETARA to continue its research, policy advocacy and capacity-building work to promote an inclusive society that respects human rights. Every contribution helps to ensure that this work remains independent and sustainable.
