The State of Freedom of Religion and Belief in 2023

Summary
This document is a concise data release (16 pages) published by the SETARA Institute on Tuesday, June 11, 2024, titled “Data Release: The State of Freedom of Religion or Belief (KBB) in 2023—From Stagnation to a New Stagnation”.
This document documents and publishes the results of SETARA Institute’s monitoring (which has been ongoing for 17 years) regarding the dynamics of violations of the rights of the KBB in Indonesia throughout 2023. Using the constitutional rights framework of the 1945 Constitution and international human rights instruments, this report presents quantitative data in the form of incident statistics (a total of 217 incidents involving 329 acts of violation), a mapping of perpetrators (both state and non-state actors), as well as the predominant types of violations, such as disruptions to places of worship and the use of blasphemy laws. This document is intended to serve as annual baseline data to guide civil society advocacy and urge the new government resulting from the 2024 elections to prioritize policies of inclusive governance.
