Summary

This document is an annual evaluation report published under the title “2014 Human Rights Performance Index”. The report was published in December 2014 by the SETARA Institute (Setara Society Publications).

This report presents the results of periodic assessments and indices regarding the state’s performance and commitment to respecting, protecting, and fulfilling human rights in Indonesia. The launch of this report coincides with a critical period of political transition in Indonesia: the end of President Susilo Bambang Yudhoyono’s (SBY) term and the beginning of President Joko Widodo’s (Jokowi) administration. The analysis contained herein assesses the extent to which human rights responsibilities are being fulfilled in accordance with the mandate of the 1945 Constitution and international covenants, and provides political pressure for the new administration to integrate a human rights paradigm into the 2014–2019 National Medium-Term Development Plan (RPJMN) and the National Legislation Program (Prolegnas).
