Human Rights Index (HR Index) 2024

Summary
This document is an annual evaluation report published under the title “2024 Human Rights Performance Index”. This report was compiled and published by the SETARA Institute to present comprehensive measurements, assessments, and rankings (index) regarding the extent of the government’s commitment and performance in respecting, protecting, and fulfilling human rights in Indonesia throughout 2024.
Given that 2024 is a year fraught with political dynamics (particularly the momentum surrounding the general election), this report offers a critical analysis of the implications of these dynamics for the enforcement of human rights. The analysis in this document examines progress across two main categories of rights: Civil and Political Rights (CPR) and Economic, Social, and Cultural Rights (ESCR). This report provides a quantitative score of the state’s performance, accompanied by a qualitative analysis of structural challenges and policy recommendations for the new administration and relevant state institutions.
