Executive Summary Tolerant City Index (TCI) 2024

This document is the Executive Summary (Executive Summary) of the annual research report published under the title “Tolerant Cities Index (TCI) 2024”. This report was compiled and published by the SETARA Institute to map and release tolerance scores and rankings for 94 cities in Indonesia throughout 2024.

The 2024 IKT Study measures municipal government performance using four key areas (regulation, government actions, social norms, and religious demographics), which are broken down into eight assessment indicators, including development plans, discriminatory policies, public statements by mayors, persecution/violence, and social inclusivity. This document not only releases lists of the “10 Cities with the Highest Tolerance Scores” and the “10 Cities with the Lowest Tolerance Scores,” but also presents an analysis of the factors driving increased urban tolerance as well as the structural barriers that still need to be addressed to promote inclusive city governance.
