Summary

This document is the Executive Summary (Executive Summary) in English of a research report published under the title “Indonesia Social Inclusion Index (IISI) 2024: Advancing the Agenda of Social Inclusion Development in Indonesia”. This research report was developed by the SETARA Institute with support from the Australia-Indonesia Partnership for an Inclusive Society (INKLUSI) program.

This summary presents the results of a comprehensive assessment of the level of social inclusivity in Indonesia, both at the national and regional levels. Grounded in the principle of social justice in Pancasila (the fifth principle) and the vision of Indonesia Emas 2045, the 2024 IISI study is designed to promote research-based policymaking to ensure that the processes and outcomes of development are accessible to everyone without exception (no one left behind). Specifically, this document highlights the mapping of rights fulfillment, accessibility, and participation for marginalized or vulnerable groups—such as women, people with disabilities, children, indigenous peoples, and socio-religious minorities. This report also formulates recommendations for inclusive governance for the central government, provincial governments, and district/city governments.
