2023 Tolerant Cities Index

This document is the seventh edition of the annual research report published by the SETARA Institute (Pustaka Masyarakat Setara) in January 2024, titled “2023 Tolerant Cities Index (IKT)”.

This report, which is viii + 52 pages long, presents a comprehensive study measuring levels of tolerance, social inclusion, and diversity management in 94 cities across Indonesia throughout 2023. The IKT methodology combines the paradigm of citizens’ constitutional rights, international human rights legal standards, and the principles of inclusive governance (inclusive governance). The assessment is based on 4 virtues (virtues), which are broken down into 8 measurable indicators (including regional development plans, discriminatory policies, public statements by mayors, and incidents of intolerance). This report presents the score rankings of all cities included in the study, releases lists of the “10 Most Tolerant Cities” and the “10 Least Tolerant Cities,” and provides social incentives for local governments to continue promoting interfaith tolerance and social inclusion.
