Summary
This document is the Executive Summary and Presentation Materials (PPT) from the annual report published under the title “2022 Human Rights Performance Index: Progress Without Justice (?)”. This 58-page document was collaboratively compiled and published by SETARA Institute and INFID (International NGO Forum on Indonesian Development) on December 10, 2022, coinciding with Human Rights Day.
This report presents the results of an evaluation and index-based assessment of the Indonesian government’s concrete actions to protect, respect, and fulfill the human rights of its citizens throughout 2022. Under the title “Progress Without Justice (?),” this document highlights the contradiction between, on the one hand, claims of progress in physical development or infrastructure, yet on the other hand, there are instances of rights violations, legislation passed in haste (such as the Job Creation Law and the IKN Law) that sidelines the rights of indigenous peoples, as well as the failure to adequately address past human rights violations and guarantee freedom of expression. The report concludes with five strategic recommendations for President Joko Widodo and the Indonesian House of Representatives.
