Summary

This document is the 2007 Report on Freedom of Religion and Belief in Indonesia, published by the SETARA Institute under the main title “Subject to the Judgment of the Mob: The State’s Justification for the Persecution of Freedom of Religion and Belief.” This report documents and analyzes the state of religious freedom in Indonesia from January through November 2007.

The report’s primary focus highlights the state’s failure to promote, protect, and fulfill its citizens’ rights to freedom of religion and belief. It records 135 incidents involving 185 acts of violation, with the most frequently targeted groups being the al-Qiyadah al-Islamiyah congregation, Christians/Catholics, and the Ahmadiyya community. The state is criticized not only for turning a blind eye to mass violence (93 incidents) but also for actively engaging in repression (92 incidents) through restrictions, arrests, and even heresy convictions.
