This research takes an in-depth look at the root causes, typologies, and chronology of the disruptions and obstacles faced by Christian churches in establishing places of worship or conducting worship services in Indonesia. Through an empirical legal approach and case studies, this report analyzes the factors causing these disruptions—whether stemming from restrictive state regulations (such as the 2006 Joint Ministerial Regulation) or social resistance from non-state actors. The primary objective of this diagnostic research is to formulate a roadmap for a permanent resolution to ensure equal constitutional rights to Freedom of Religion or Belief (KBB).
