Tolerance City Index 2025

Summary
The Tolerance City Index (TCI) Report is the result of a measurement conducted by SETARA Institute to promote good practices of tolerance among cities in Indonesia. The 2025 Tolerance City Index marks SETARA Institute’s ninth publication since it was first introduced in 2015. Previous editions were published in 2015, 2017, 2018, 2020, 2021, 2022, 2023, and 2024.
The Tolerance City Index is a study measuring the performance of cities, including both municipal governments and civil society, in managing diversity, tolerance, and social inclusion. The TCI combines the paradigm of citizens’ constitutional rights as guaranteed by the Constitution, human rights based on international human rights standards, and the principles of inclusive governance.
This combined approach aims to provide a more comprehensive picture of how tolerance is practiced and promoted in each city, both by local governments and by society at large. Through the TCI, SETARA Institute seeks to encourage every city to develop inclusive development planning, formulate policies that promote tolerance, allocate budgets to advance tolerance and inclusion, prevent incidents of intolerance, and strengthen collaboration in managing diversity, tolerance, national cohesion, and social inclusion.
