Summary

This document is the eighth edition of the annual research report published by the SETARA Institute (Pustaka Masyarakat Setara) in May 2025, titled “2024 Tolerant Cities Index (IKT)”.

This book presents the results of a comprehensive assessment of the performance of 94 cities in Indonesia in managing diversity, tolerance, and social inclusion throughout 2024. The IKT measurement methodology combines three main perspectives: the constitutional rights of citizens as guaranteed by the 1945 Constitution, international human rights legal standards (particularly civil and political rights), and inclusive governance (inclusive governance).

The assessment in this study is based on 4 virtues (virtues), which are broken down into 8 measurable indicators, including:

  1. City Government Regulations: Regional Development Plan (RPJMD) and discriminatory policies.
  2. City Government Actions: Public statements by the mayor and responses to incidents of intolerance.
  3. Social Regulation: Incidents of intolerance and the dynamics of social regulation within society.
  4. Religious Demographics: Religious diversity and social inclusivity.

In addition to releasing a comprehensive ranking of 94 cities (including lists of the “10 Most Tolerant Cities” and the “10 Least Tolerant Cities”), this book presents an in-depth analysis of the role of local leadership (local leadership) and innovative inclusive programs as key drivers of urban tolerance.
