Report on the State of Freedom of Religion or Belief in Indonesia, 2009 (Indonesian)

This document is the third annual report from the SETARA Institute, titled “THE STATE MUST TAKE A STAND: Three Years of Reports on the State of Freedom of Religion and Belief in Indonesia (2007–2009)”. This report highlights discriminatory legal realities and impunity regarding societal persecution of freedom of religion and belief in Indonesia.

Throughout 2009, the SETARA Institute documented 200 incidents of violations of freedom of religion or belief, involving 291 types of violations. Of these total acts, the state was involved in 139 violations (either through active actions or by failing to act), while citizens or community groups committed 152 acts of unlawful conduct and intolerance. The groups most frequently targeted by violations in 2009 were the Ahmadiyya community, individuals accused of heresy, and church congregations. Based on monitoring conducted over three consecutive years, this report concludes that the recurrence of these violations is caused by two main factors: the existence of discriminatory legal provisions and a vulnerable society, as well as the silent majority who prefer to remain silent.
