The Police Force’s Transformation Plan

This document is an e-book titled “Desain Transformasi Polri”. This book was published as a contribution from the SETARA Institute to support the police reform agenda in Indonesia, with the aim of transforming the police into a more professional, accountable, and democratic institution that upholds human rights.

The analysis in this document comprehensively examines the blueprint for the transformation of the Indonesian National Police (Polri), which is based on the three main pillars of security reform: structural (institutional) reform, instrumental reform (regulations and doctrine), and cultural reform (changes in the work culture and mindset of officers). In addition, this book also highlights the importance of strengthening Polri’s oversight and accountability mechanisms to prevent the abuse of authority and violence by officers in the field.
