Summary

This document is a Policy Brief numbered 1/SI/2019, published by the SETARA Institute, titled “Restoring the Rights of Ahmadiyya and Shia Refugees (For the Provincial Governments of NTB and East Java)”. This document specifically highlights the plight of internally displaced persons (Internally Displaced Persons) resulting from conflicts and persecution based on religion or belief in Indonesia. Its primary focus is on the Ahmadiyah community, which has been living in the Mataram Transit Shelter (NTB) for more than 13 years, as well as the Shia community at the Puspa Agro Sidoarjo Public Housing Complex (East Java) for more than 7 years.

This policy brief critically analyzes the root causes hindering the return and restoration of refugees’ rights, such as the lack of political will on the part of local governments, intense pressure from intolerant groups, and the disregard for the framework of the Disaster Management Law in resolving these social conflicts. As a solution, this document offers a matrix of measurable policy recommendations for district/city, provincial, and national governments to restore the basic rights of these minority groups.
