This document is a Policy Brief published by the SETARA Institute in October 2024, titled “Navigating the Revision of Law No. 2 of 2002 on the Indonesian National Police”.

This policy paper was drafted in response to the government’s efforts to amend the Indonesian National Police Act (RUU Polri). This document critically analyzes civil society’s concerns regarding the expansion of the Indonesian National Police’s duties, functions, and authority, which are viewed as potentially overlapping with the jurisdiction of other institutions or encroaching too deeply into citizens’ private lives. As a framework for improvement, this policy brief offers recommendations for navigating the legislative process so that deliberations on the RUU Polri prioritize the principle of due process of law, strengthen multi-layered oversight mechanisms (both internal and external, such as Kompolnas), and create space for meaningful public participation (meaningful participation) to support national stability on the path toward Indonesia Emas 2045.
