76th Anniversary of the Indonesian National Armed Forces (TNI): A Review of the TNI’s Reform Performance in 2021 and the Election of the TNI Commander-in-Chief

This document is a strategic study report in e-book format published in November 2021 under the title “The 76th Anniversary of the Indonesian National Armed Forces (TNI): A Review of the TNI’s Reform Performance in 2021 and the Election of the TNI Commander-in-Chief”. This viii + 73-page book was written by Ikhsan Yosarie and Ismail Hasani and published by Pustaka Masyarakat Setara (SETARA Institute) under the Human Security & Security Sector Reform Report program.

This book was compiled as a form of civil society participation and oversight of the progress of the Indonesian National Armed Forces’ (TNI) internal reform agenda, more than two decades into the reform era. The content of this document combines two main reports: a critical evaluation of the TNI’s reform performance throughout 2021 (including issues of soldier professionalism and the politicization of the military), and a report on the results of an expert judgment survey regarding the mapping of the quality, capacity, and track records of the service chiefs who were candidates for TNI Commander at that time.
