Summary

This document is the fourth edition of a comprehensive annual research report published by Pustaka Masyarakat Setara (SETARA Institute) in February 2020, titled “2020 Tolerant Cities Index (IKT)”. This vi + 220-page book was written by Subhi Azhari and Halili, edited by Ikhsan Yosarie, and supported by a team of senior researchers led by Ismail Hasani.

This research report presents an in-depth study measuring levels of tolerance, inter-identity harmony, and diversity governance in 94 cities across Indonesia from 2019 through early 2020. The IKT 2020 methodology is grounded in the paradigm of citizens’ constitutional rights and international human rights law standards. This study evaluates municipal government performance based on four main variables (Municipal Regulations, Social Regulations, Religious Demographics, and Government Actions), which are broken down into eight measurable indicators. This report releases performance score rankings for all cities included in the study to provide social incentives for cities with high tolerance levels while also serving as a learning opportunity for cities with low tolerance scores, with the aim of achieving inclusive governance (inclusive governance).
