Summary

This document is a comprehensive research report published by Pustaka Masyarakat Setara (SETARA Institute) in October 2019, titled “Human Rights Performance Index of the Joko Widodo–Jusuf Kalla Administration (2014–2019)”. This research book presents a comprehensive evaluation and an aggregate index of human rights enforcement in Indonesia throughout the full term of President Joko Widodo and Vice President Jusuf Kalla (2014–2019). This study assesses the extent to which the government’s written political pledges (as outlined in the Nawacita document) have been translated into concrete state actions in the realm of human rights. It provides a quantitative and qualitative analysis of progress and setbacks regarding indicators of Civil and Political Rights (Sipol) as well as Economic, Social, and Cultural Rights (Ekosob), including critical assessments of agrarian conflicts, the protection of indigenous peoples, minority rights, and the resolution of past gross human rights violations.
