About the Report
The Qualitative Study Report entitled Cabinet Reshuffle II: Performance of the Working Cabinet, is a SETARA Institute study report intended to provide a qualitative overview of the performance of ministers who have been working for 1 year. This qualitative overview is also intended to complement survey reports compiled based on quantitative approaches by survey institutions, both those using a public perception survey approach and a media coverage rating approach. This qualitative study can help describe the performance of ministers more deeply, not limited to issues felt and directly impacting the community, but also measuring how far the implementation of planning prepared at the beginning of taking office until 1 year of a minister’s leadership period.
Methodology
As a qualitative report, the main approach in this study is a document study focusing on planning documents such as the 2014-2019 National Medium-Term Development Plan (RPJMN), Ministry Strategic Plans (Renstra), as well as work priorities that are the main targets of ministry performance. Furthermore, this study also uses government work reports submitted by ministries to the public. In addition, to record various dynamics within the ministries, this Report uses media coverage as a data source. In compiling this report, SETARA Institute adopted 4 variables and 7 indicators as measuring tools, namely: [1] Leadership with political communication as the main indicator. [2] Parliamentary Political Support with minister recruitment sources as the indicator. [3] Performance with planning, budget absorption, and performance achievements as indicators. [4] Competence with the minister’s educational background and experience as indicators. From each variable, SETARA Institute input data sourced from a number of documents and media reports. Including primarily comparing ministry planning with performance achievements after a 1-year tenure. This report applies the same methodology to assess the performance of ministers who took office later, the results of reshuffle I on August 12, 2015.
After inputting data, SETARA Institute gave a score (scoring) to each ministry, on a scale of 1-5. The number 1 is for the worst score and the number 5 is for the best score. A moderate score for a scale of 1-5 is 3 (medium). The seven (7) indicators that became the measuring tool were then weighted based on the significance and urgency of these variables on the minister’s performance. The score of each ministry was then multiplied by the weight of each indicator. To obtain the total final score, SETARA Institute then added up all the scores for all indicators and divided evenly by a divisor of 7, according to the number of indicators that became the measuring tool.
The weights of each indicator are as follows: Communication (3); Planning (2); Budget Absorption (2); Performance Achievement (5); Educational Background (1); Experience (2); and Political Support (3).
