Summary

This document is the Executive Summary (Executive Summary) of the annual research report published by the SETARA Institute titled “2021 Tolerant Cities Index (IKT)”. This report is the fifth edition since this indexing study was first released in 2015.

This document presents the results of the measurement, mapping, and performance ranking of 94 cities in Indonesia in managing harmony, tolerance, national consciousness, and social inclusion throughout 2021. The methodology combines the constitutional rights of citizens (1945 Constitution) with international human rights standards. It includes a list of cities with the highest and lowest tolerance scores, as well as an analysis of strategic policies, including recommendations for the allocation of local budgets (2–5% of the RPJMD) to promote public spaces and interfaith dialogue in order to achieve inclusive governance.
