Summary

This document is a research report published as a book titled “The Impact of Discriminatory Local Regulations on Public Services”. The report was published in July 2019 by the SETARA Institute (Pustaka Masyarakat Setara).

This book presents a critical evaluation and analysis of how decentralization and regional autonomy are often misused to produce regional legal instruments (such as Regional Regulations, Regent/Mayor Regulations, or Circular Letters) that are exclusionary and discriminatory. The study specifically examines the direct impact of these intolerant regulations on the fulfillment of citizens’ basic rights, particularly regarding access to and the quality of public services for minorities, women, and other vulnerable groups.

This document aims to provide strategic input and policy recommendations to the central government (such as the Ministry of Home Affairs), local governments, and state oversight agencies to strengthen the mechanisms for reviewing local regulations in order to achieve local governance that is inclusive, fair, and in line with the constitution and human rights principles.
