This document is Policy Paper No. 4/SI/2019, published by the SETARA Institute, titled “Strategies for Preserving Diversity and Strengthening the Pancasila State”. This document highlights the erosion of diversity in Indonesia, as evidenced by persistently high levels of intolerance and violations of freedom of religion or belief (KBB), which have reached more than 2,400 cases over the past 12 years.
In addition to examining the issue of intolerance, this policy paper also highlights the threat posed by the spread of radical ideologies and extremism, the proliferation of which is cause for concern—it has even been documented that these ideologies have infiltrated ministries, state institutions, and mosques affiliated with state-owned enterprises. As a corrective measure, this document outlines various strategies and policy recommendations for the government to strengthen the nation’s multicultural identity, re-emphasize the values of Pancasila, and counter the spread of extremism and discrimination in public spaces.
