JAKARTA, KOMPAS.com – SETARA Institute has identified at least 130 issues within the Indonesian National Police (Polri). These findings are based on research conducted over the past three years.
“This research identified 130 current issues that have emerged and become embedded within Polri, spanning nearly all work units and covering all of Polri’s constitutional mandates,” said Ismail Hasani, Chair of the SETARA Institute Governing Board, in Jakarta on Wednesday (9 October 2024).
These constitutional mandates include public protection, law enforcement, and the maintenance of public security and order.
Ismail explained that there are several issues, both internal and external, that Polri needs to address immediately, although some of them have already begun to be improved by the institution.
Internally, the issues requiring immediate attention include accountability in oversight and Polri’s overall performance.
Externally, the challenges that need to be addressed include urbanization and technological change, which require Polri to adopt a human security approach.
He explained that the research recommends a package of police transformation policies centered on four pillars: democratic-humanistic, integrity and anti-corruption, proactive-modern, and precision-transformative.
“As a form of a general check-up on Polri’s performance, this research report can serve as a reference for researchers and advocates of police and security sector reform in strengthening institutional accountability,” he stressed.
As reported by Antara, Ismail acknowledged that SETARA Institute would use the momentum of the national leadership transition to provide recommendations on the issues within Polri that require immediate attention.
“It is under Mr. Prabowo’s leadership that we will present the results of this research as public input, so that the views of both experts and the public can serve as the basis for formulating policies to strengthen Polri’s transformation,” he said.
Ismail expressed hope that the research would contribute to making Polri a democratic and humanistic institution, one that upholds integrity and anti-corruption principles, is modern, and ultimately becomes a precision-transformative police force.
“These are what we call the four pillars of Polri. That is the core aspiration of this research,” he said.
