This book is the seventh report and the final one of President Susilo Bambang Yudhoyono’s term, who has served two terms in office; as such, this report has its own unique characteristics compared to previous reports. In addition to documenting events that occurred throughout 2013, in this report the SETARA Institute was tasked with reviewing, analyzing, and summarizing the seven reports published during Susilo Bambang Yudhoyono’s presidency. Through this review process, “STAGNATION OF RELIGIOUS FREEDOM” was selected as the title of this report. The analysis of this stagnation is presented in Chapter V, preceding the report’s conclusion.
The title “STAGNATION OF RELIGIOUS FREEDOM” is the most representative phrase to describe the performance of Susilo Bambang Yudhoyono’s leadership, which, over the course of his two terms in office, failed to achieve any significant progress in advancing and protecting freedom of religion or belief. SBY took no action despite having the authority to do so. The year 2013 marked the final full year of President Susilo Bambang Yudhoyono’s leadership. As is well known, 2014 was a year featuring two presidents: SBY and the new president elected in the 2014 Presidential Election. Therefore, 2013 provided an opportune moment to evaluate the policies that had and had not been implemented from the beginning of his presidency through the end of 2013.
