Human Rights Enforcement Performance Index 2009–2010

In 2009, the SETARA Institute released a report titled “Human Rights Enforcement Performance Under the Leadership of Susilo Bambang Yudhoyono and Jusuf Kalla.” Using planning standards established by the government in the form of the 2004–2009 National Action Plan on Human Rights (RANHAM), the National Medium-Term Development Plan (RPJMN), and international obligations for states that have ratified international human rights covenants and conventions, the SBY-JK administration demonstrated minimal progress in human rights enforcement. Of the 103 planned programs, only 56 were implemented. Of the 56 programs that were implemented, all were routine programs involving coordination and the formation of RANHAM committees in various regions, lacking adequate quality. Meanwhile, substantive programs that directly ensure the enforcement of human rights were neglected.
