2012 Report on the State of Freedom of Religion and Belief in Indonesia

In 2012, the SETARA Institute recorded 264 incidents of violations of freedom of religion or belief, involving 371 types of actions, spread across 28 provinces. The five provinces with the highest rates of violations were West Java (76 incidents), East Java (42 incidents), Aceh (36 incidents), Central Java (30 incidents), and South Sulawesi (17 incidents).

The highest number of incidents occurred in October (40) and May (38). Next, in order: August (28) incidents, September (25) incidents, November (24) incidents, April (23) incidents, March and June (22) incidents each, January (21) incidents, July (11) incidents, February (8) incidents, and December (2) incidents. The low number of incidents in December is likely due to the fact that this monitoring only covered the period up to December 15, 2012.

Of the 371 forms of violations of freedom of religion or belief, 145 (39%) were state actions involving government officials as perpetrators. Of the 145 state actions, 117 were active actions (by commission) and 28 were acts of inaction (by omission). Active state actions included provocative statements by public officials that incited violence (condoning) or served as justification for acts of violence.
