2020 Human Rights Performance Index

This document is a comprehensive annual research report published by Pustaka Masyarakat Setara (SETARA Institute) in October 2020, titled “The Regression of Human Rights Amid the Pandemic: The 2020 Human Rights Performance Index”. This xviii + 167-page book was written by Sayyidatul Insiyah and edited by Ismail Hasani.

This index report critically evaluates the performance of human rights enforcement under the administration of President Joko Widodo and Vice President Ma’ruf Amin during the first year of their leadership (since their inauguration on October 20, 2019). The title “Regression of Human Rights” reflects research findings indicating a regression or decline in scores across various variables related to civil and political rights (CPR) as well as economic, social, and cultural rights (ESCR). This document highlights how the Covid-19 pandemic emergency relates to the suboptimal fulfillment of citizens’ basic rights, while also critiquing a regulatory framework deemed not oriented toward human rights protection.
