Guidelines for Incorporating Social Inclusion into the Medium-Term Development Plan (RPJMD)

This document is a practical guidebook or policy toolkit in e-book format published in January 2025 under the title “Policy Tools: Guidelines for Incorporating Social Inclusion into Regional Medium-Term Development Plans (RPJMD)”. This book was compiled and published by SETARA Institute with the full support of the Australia-Indonesia Partnership for an Inclusive Society (INKLUSI) program.

This vi + 51-page document is specifically designed as an operational guide for local governments (provinces, regencies, and cities) in integrating the principles of social inclusion into their regional development planning documents. This book provides an operational assessment tool (checklist) that local governments can use to measure the level of adoption of social inclusion in their policies. The goal is to help local governments formulate strategies, action plans, and work programs that promote greater recognition, resilience, participation, and accommodation of the rights of vulnerable and marginalized groups (such as women, people with disabilities, and minorities).
