Human Rights Performance Index 2011

On December 10, 2011, people around the world will celebrate International Human Rights Day. Exactly 63 years ago, on December 10, 1948, the Universal Declaration of Human Rights became the guiding document for every country in the world to treat human beings with dignity, respecting their personal integrity and the set of rights inherent to them. As is customary for the anniversary of such a declaration, on Human Rights Day 2011, the SETARA Institute released its third report on the Human Rights Enforcement Performance Index.

This report employs the same approach as the previous yearโ€™s report. The SETARA Institute uses the clusters of rights outlined in the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social, and Cultural Rights as variables to measure government performance. From the two covenants ratified by the government since 2005, the SETARA Institute has grouped them into eight main variables. This categorization not only facilitates the assessment but also highlights the forms of rights that remain neglected and continue to be violated by the state.
