In 2008, the SETARA Institute recorded 367 acts of violation of freedom of religion/belief across 265 incidents. The highest number of incidents occurred in June (103 incidents). June was the month when pressure and persecution against the Ahmadiyya escalated significantly, both as pressure on the government to issue a Presidential Decree on the Dissolution of Ahmadiyya, and as a serious consequence of the Joint Ministerial Decree (SKB) Restricting Ahmadiyya.
Incidents of violations of freedom of religion/belief were concentrated in June 2008. If incidents related to Ahmadiyya were excluded from the calculation, the number of violations of freedom of religion/belief was actually quite moderate. This fact indicates that the incidents of religious/belief freedom violations in 2008 were escalated by the existence of the Joint Ministerial Decree (SKB) Restricting Ahmadiyya.
Viewed from the regions where the violations occurred, three provinces showed very high violation numbers compared to other provinces: West Java (73 incidents), West Sumatra (56 incidents), and Jakarta (45 incidents). These three provinces have a low level of tolerance while also harboring a quite high potential for religious conflict.
